Can anyone recommend a mini-itx board that does not have graphics, but does have a serial port, I want to run it headless

I'm thinking that you may be able to tell the BIOS to disable the on-board video. I've had little to no luck finding a mini-itx without some manner of GPU. (Some of the newer ones even have HDMI.) I think your best bet is to get on that has video and a serial port and just disable from the bios. I suppose you could run into some trouble getting it to POST without a video card, but I can't say. Most of the stuff I run headless is legacy and doesn't really have any fail-safes.

all the mini-itx boards are going to have at least a basic GPU for graphics. even the pico-itx board has a vga port

Ever look at the ALIX boards? Boot linux, have serial and network, very cheap and rugged...

They also have nice enclosures available, some weather proof.
