Other then that, I bought my G1 on craigslist for $60. You can easily get it for under $100. Then I recommend rooting it, installing lastest 2.1 release and you will love it.

If you could raise your budget by $50 or so you would have a few decent options like the Huawei IDEOS(capacitive touchscreen!) or the Sciphone n19.

I second this route. If all you want is to play with the OS, you can just download the SDK. Packaged with the SDK is an emulator that works pretty well.
