You can leave an optional "tip" with Mahalo's virtual currency, Mahalo Dollars. If you are asking a difficult question that might require some research, or if you'd like a wide variety of feedback, a higher tip often leads to more answers to your question.

Or you can download the Adnroid SDK and play around with it this way. It's fully functional and free. http://developer.android.com/guide/developing/tools/emulator.html
Other then that, I bought my G1 on craigslist for $60. You can easily get it for under $100. Then I recommend rooting it, installing lastest 2.1 release and you will love it.

I second this route. If all you want is to play with the OS, you can just download the SDK. Packaged with the SDK is an emulator that works pretty well.

Look at the BeagleBoard (www.beagleboard.org). It blows your budget by $50 but it's pretty easy to get Android up and running on it.

I was recently shopping for the same thing, and found this. It's a bit out of budget, and is a cheap HK export, but it comes pretty much set up, might save some time/money...

I don't own one, I'm contemplating buying it, but can't account for it's quality or anything...

I'd wonder if it's at all related to the Maylong M-150...

For that price your best bet would be the 7" tablets at DX
http://www.dealextreme.com/c/laptop-gadgets-317?search=android~r.55976924

If you could raise your budget by $50 or so you would have a few decent options like the Huawei IDEOS(capacitive touchscreen!) or the Sciphone n19.

There is the Maylong M-150, better known as the "Walpad." It's not a cell phone, just a tablet, and can be yours for about $100. http://www.walgreens.com/store/c/maylong-7-inch-m-150-wifi-middie-universe-tablet-powered-by-android/ID=prod6047418-product

Just beware: Ars Technica says the best part about it was how easy it was to take screenshots with it. http://arstechnica.com/gadgets/reviews/2010/11/worst-gadget-ever-ars-reviews-a-99-android-tablet.ars
