ive scavenged a 4in quarty keyboard from an old e-reader that bit the dust.would it be possible to turn it into a regular usb keyboard,

Sure it's possible. You just need a microcontroler with USB support and the tools and knowledge to develop with it. Or you could take a different USB keyboard apart and wire up all the keys from the new board to the old boards instead. A key board is just a collection of switches/buttons.
